Pappas, Molinaro Reintroduce Bipartisan Bill to Streamline Access to Apprenticeship Opportunities

Today Congressman Chris Pappas (NH-01) and Congressman Marc Molinaro (NY-19) reintroduced the Apprenticeship Program National Scorecard Act. This bipartisan legislation would create a centralized information technology infrastructure to improve data sharing and reporting of apprenticeship opportunities.

“Apprenticeships are valuable pathways for individuals to get good-paying jobs and life-long careers, and this legislation will make them more accessible,” said Congressman Pappas. “This bipartisan bill would create a centralized, one-stop-shop to access information on apprenticeship opportunities so we can best meet the needs of individuals, employers, educators, and trainers. I’m pleased to introduce this legislation with Congressman Molinaro, and I remain committed to working to make it easier for the American worker to build their American dream.”

"I’m proud to partner with Representative Pappas in introducing the bipartisan Apprenticeship Program National Scorecard Act. This bill is going to encourage students to take part in apprenticeship opportunities, which offer valuable on-the-job training and prepare the next generation to fill critical vocational roles,” said Congressman Molinaro.

Specifically, this bill will:

  • Provide for data collection and dissemination of information regarding certain registered apprenticeship programs, youth apprenticeship programs, and pre-apprenticeship programs under the national apprenticeship system.
  • Require the Department of Labor to: 
    • establish and support a single information technology infrastructure to support data collection and reporting from state apprenticeship agencies and offices, grantees, program sponsors, and program administrators under the national apprenticeship system; and 
    • provide that such infrastructure best meets the needs of the system's stakeholders reporting data to Labor or state apprenticeship agencies, including through technical and financial assistance to ensure reporting systems are equipped to report into a single information technology infrastructure.

Background:

In November 2020, the House passed the National Apprenticeship Act with bipartisan support which included key language from Pappas’s Apprenticeship Program National Scorecard Act.

In February 2021, the House again passed the National Apprenticeship Act with bipartisan support which included key language from Pappas’s Apprenticeship Program National Scorecard Act.
