Pappas’s Bipartisan Legislation to Bring Transparency to CCP-Owned Websites and Apps Passes Out of Committee

Last week, Congressman Chris Pappas’s (NH-01) Internet Application Integrity and Disclosure Act, aimed at increasing transparency for consumers using websites and mobile applications that are owned or influenced by the Chinese Communist Party or a non-state-owned entity located in China, passed committee during an Energy and Commerce full committee markup, setting it up to be considered on the House floor. Pappas introduced this legislation alongside Congressman Russ Fulcher (ID-01) in February.

“Transparently identifying if websites or applications are owned by the Chinese Communist Party will help users make informed decisions to download or purchase digital products,” said Congressman Pappas. “Our bipartisan legislation to ensure this level of transparency will help consumers protect their data and privacy, and I urge leadership to swiftly bring this bill to the floor for a vote.”

The legislation requires operators of internet websites and mobile applications that are partially or wholly owned by the Chinese Communist Party to disclose this information to consumers who use their products. This disclosure is meant to increase transparency and allow Americans to protect their online activities. The bill is a response to growing concerns about the potential security risks posed by websites and mobile applications owned or influenced by the CCP.
