Pappas Supports Legislation to Block Pay for Members of Congress in the Event of a Government Shutdown
Today Congressman Chris Pappas (NH-01) announced his support for the bipartisan No Pay for Congress During Default or Shutdown Act, which would require Members of Congress to work without pay if a federal government shutdown occurs or the public debt limit is reached.
During a government shutdown, federal employees across the country, including members of the Armed Forces, will continue to work without receiving paychecks. This bipartisan bill would ensure lawmakers also feel the mounting costs of a shutdown and deter government shutdowns from happening in the first place.
“It is a fundamental obligation of Members of Congress to pass responsible, yearly government funding legislation that meets the needs of our constituents. But Republicans continue to engage in a partisan process that is driving us towards a full government shutdown. I’m proud to once again back bipartisan legislation to help make future shutdowns less likely by holding elected officials accountable for their inaction,” said Congressman Pappas.
Specifically, the No Pay for Congress During Default or Shutdown Act would require congressional payroll administrators to withhold lawmakers’ pay for each day of a government shutdown or for each day the debt ceiling remains unresolved following a default.
Background:
Pappas has consistently advocated for Republicans in Congress to work with Democrats to produce a bipartisan budget agreement that helps working families and small businesses. He joined more than 50 of his colleagues in calling out Speaker Mike Johnson’s irresponsible decision to cancel House voting days on September 29 and 30 with no government funding deal in sight.
Pappas also recently helped reintroduce the Pay Our Troops Act of 2026. This bipartisan legislation ensures that members of the U.S. Armed Forces, including those serving in the Coast Guard, continue to receive pay and benefits in the event of a government shutdown
