Energy & Environment

From the Mount Washington Valley to the Seacoast, New Hampshire’s way of life and economy are rooted in our natural surroundings. We should all work to leave our environment better than we found it by promoting clean energy, supporting environmental protection, and directly confronting the existential threat of climate change.
As your Representative in Congress, I am committed to combating climate change and making sure that we protect our natural resources for generations to come. On the New Hampshire Executive Council, I worked to secure investments for solar, wind, biomass, hydro, and geothermal projects across New Hampshire. I am focused on maintaining clean energy incentives and tax credits to ensure that the Granite State leads the way in developing a robust clean energy economy.
I strongly oppose pulling out of the Paris Climate Agreement, ending the Clean Power Plan, and rolling back protections for our water and air—which have undermined critical environmental protections. I believe it is critical that Congress develop and pass thoughtful, innovative solutions to the climate crisis before it’s too late to mitigate the worst effects of the catastrophic changes that are already upon us. We must act now to put our state and our nation on a pathway to a more sustainable future.

More on Energy & Environment
The New Hampshire delegation sent a letter to the Department of Energy, urging Secretary Granholm to accelerate the distribution of federal funds and programs under the bipartisan infrastructure law and Inflation Reduction Act that can help residents cut energy bills and reduce demand for fossil fuels.
This month, Congressman Chris Pappas (NH-01), alongside U.S. Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH), and Representative Annie Kuster (NH-02) applauded the U.S. Department of Agriculture’s announcement that the agency is awarding $30 million to the New England Forestry Foundation (NEFF). This funding will support the implementation of climate-smart forest practices by forest landowners to protect the environment.
Today, Congressman Chris Pappas (NH-01) issued the following statement after EPA announced they are proposing to designate two of the most widely used per- and polyfluoroalkyl substances (PFAS) as hazardous substances under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), also known as “Superfund.” This rulemaking would increase transparency around releases of these harmful chemicals and help to hold polluters accountable for cleaning up their contamination.
Today, the New Hampshire delegation announced important clean energy and climate investments heading to the Granite State through the Inflation Reduction Act. These measures will create good-paying jobs, lower energy costs for households, reduce harmful pollution, support small businesses and boost domestic manufacturing through clean energy technologies.
The New Hampshire delegation applauded $6,164,000 heading to Newport to upgrade its wastewater treatment facility that serves nearly 2,000 people. This project is essential to stem pollution that could pose health risks to the town and communities downstream along the Sugar River. Attempts to mitigate this pollution have been unsuccessful over the last decade, and this funding will ensure a comprehensive system upgrade to meet treatment requirements.
U.S. Senators Jeanne Shaheen (D-NH) and Senator Maggie Hassan (D-NH) and Representatives Annie Kuster (NH-02) and Chris Pappas (NH-01) welcomed today's announcement from the Environmental Protection Agency (EPA) that $132 million from the bipartisan infrastructure law will be invested in the National Estuaries Program (NEP). This unprecedented investment will provide each of New England's estuaries of national significance with up to $4.5 million over the next five years to fund important work to protect and restore the estuaries, including the Piscataqua Region Estuaries.
Congressman Chris Pappas (NH-01) released the following statement after the Supreme Court handed down its decision in West Virginia v. EPA, stating that the Environmental Protection Agency does not have broad authority under the Clean Air Act to regulate greenhouse gas emissions from power plants contributing to climate change:
U.S. Senator Jeanne Shaheen along with U.S. Senator Maggie Hassan (D-NH) and Representatives Annie Kuster (NH-02) and Chris Pappas (NH-01), applauded the Biden administration's announcement that $1.467 billion included in the bipartisan infrastructure bill will be invested through existing NOAA programs to support priorities that address the climate crisis. The new Climate Ready Coasts initiative will invest resources toward helping coastal communities address infrastructure needs to increase resiliency to climate change and extreme weather.
Following this week's announcement of energy rate increases approved by New Hampshire's Public Utilities Commission, U.S. Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH) and Representatives Annie Kuster (NH-02) and Chris Pappas (NH-01) are urging the state to use remaining funding that the delegation helped secure in the American Rescue Plan to provide financial assistance to help Granite Staters afford their home energy bills.
U.S. Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH) and Representatives Annie Kuster (NH-02) and Chris Pappas (NH-01) welcomed $2,606,771 headed to New Hampshire to support state and local outdoor recreation and conservation projects. The funding comes from the Land and Water Conservation Fund (LWCF), of which Senator Shaheen has been a staunch supporter.
