Pappas Helps Pass Legislation to Support Granite State Manufacturers, Boost American Competitiveness

Today, Congressman Chris Pappas (NH-01), helped pass the bipartisan Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Actto boost American competitiveness by supporting domestic manufacturing of semiconductor chips, strengthening our supply chains, and investing substantially in science and technology developments.

"It's essential that we support and incentivize making more products right here in America to shore up our supply chains, increase our competitiveness, and bolster our national security," said Congressman Chris Pappas. "Accelerating the production of semiconductor chips is essential so that America can outcompete China and the world. This legislation will help us navigate the pressing challenges we are seeing today, including inflation, and support our domestic manufacturing that is a critical component of New Hampshire's economy."

Specifically, the bill would:

  • Provide significant support to build, expand, and modernize domestic semiconductor manufacturing facilities and equipment, kick start development of the domestic semiconductor workforce, and support semiconductor supply chains.
  • Establish the Advanced Manufacturing Tax Credit to promote domestic manufacturing.
  • Authorize additional funding for Manufacturing Extension Partnerships (MEP) to support New Hampshire manufacturers.
  • Support STEM education at all levels of learning from Pre-K through graduate school and skilled, technical workforce opportunities – including in the semiconductor and microelectronic space.

Background:

In July 2022, Pappas called for House leadership to bring the bipartisan United States Innovation and Competition Act (USICA) or related legislation to the House Floor before the end of the month.

In April 2022, Pappas was named to the bipartisan conference committee to negotiate a final piece of legislation based on the House-passed America COMPETES Act and the Senate's United States Innovation and Competition Act of 2021 (USICA).

In February 2022, Pappas helped to pass the America COMPETES Act U.S. production of critical semiconductor chips, strengthen the supply chain to make more goods in America, increase our research capacity to lead the technologies of the future, and advance our global competitiveness, while supporting strong labor standards and human rights.
